Contra Costa has 19 incorporated cities, each with its own building department. Walnut Creek permits run through 1666 N. Main St. Lafayette is at 3675 Mt. Diablo Blvd. Unincorporated areas — including parts of Alamo, Diablo, and Saranap — go through the county's Department of Conservation and Development (DCD) at 30 Muir Rd. in Martinez. Plan-check for a major remodel typically runs 4–8 weeks; cosmetic interior work can move faster through over-the-counter desks.

Lamorinda hillsides, drainage, and wildfire zones

Most of Lafayette, Orinda, and Moraga sits inside California's Very High Fire Hazard Severity Zone. That means Chapter 7A ignition-resistant exterior assemblies for any addition or major remodel, plus a Cal Fire defensible-space inspection (PRC 4291). Hillside projects in these towns also commonly require a geotechnical report and drainage plan — easy to underestimate on bid day if your contractor hasn't worked the area before.

Two state bills signed in 2024 went into effect in 2025. SB 1211 allows up to 8 detached ADUs on multifamily-zoned lots. AB 2533 makes it materially easier to legalize ADUs built without permits before January 2020. Both apply across Contra Costa's incorporated and unincorporated areas.

Walnut Creek raises permit-fee thresholds for interior remodels

In mid-2025 Walnut Creek raised the valuation threshold for over-the-counter interior permits, which means more bathroom and kitchen refreshes can be issued same-day at 1666 N. Main St. instead of going through plan check. Useful if your project is cosmetic-only with no structural or load-bearing-wall work.
